There's so much sidewall flex in an off road tire it doesn't make much difference. I aim for between 0 and 3mm toe in but find that the tires are often not that straight so just in the ballpark is fine.
I have never seen anyone recommend toe out on a Jeep. Sports car for auto crossing, maybe. Jeep? Nope. I ran toe out on my MX-5 for a bit (was that way when I bought it used, before I got an alignment). It was a little squirrelly to drive, similar to having insufficient caster. I wouldn’t want that on a Jeep.
Toe in- I measure across the tread blocks front and back of the tires. 1/8" shorter on the front is just right on the alignment rack and now I don't have to waste money at the tire shop anymore.
