There are a few bumpers out there rated for towing, I've seen a couple, but I don't remember where I found them. (I spent months browsing the web before I picked out a set of bumpers, lol)
Some of the ones that are NOT rated, are still good enough for towing, just not rated (liability issues, as Schnutzy mentioned).
I bought Dirtworx, they're not rated for towing, but I heard from a few people that use these bumpers to tow with.

Also, use frame tie-ins.

I'm in the same situation. I sometimes tow a utility trailer with ATVs. Few are rated even though they have a receiver? I think I'm going to go with the one built by BERSK on jeepforum.com (he may be on here also). It is not rated either because as mentioned above he is a small operation and the cost of getting that done coupled with the liability I'm sure would be outrageous. If you read the reviews, look at the way it's built and talk to him about things he has towed with it you may be as impressed as I am.

I was looking around for a tow-rated bumper a couple months ago, but then realized I wouldn't need it right away so I never pulled the trigger. As I recall, some of the Olympic bumpers are rated for towing. Here is one example:

There are some out there; you just need to search carefully.

As has been OFTEN cautioned....the tow rating of the bumper is virtually irrelevant.

You can very nearly meet the towing limitations of a wrangler with a trailerball attached attached to a fender with super-glue.

Its VERY difficult to find a hitch that is rated LOWER than the JEEP itself.

Look at it this way....Can you carry a class-3 hitch (personally...in your HANDS)? Yes. Duh.

Can you attached a trailer to that hitch (in your hands) and tow it just cuz you can carry the "tow rated bumper" no.

I know you are probably keeping this in mind. But other readers might see the emphasis on the "tow rating" as being approval to drag whatever is written on the hitch. NOT!

Several years ago I used my jeep to move my boat (24') a few blocks to storage. The I6 pulled it pretty easy as it is pretty well balanced on the trailer, but as I was going down a very small hill I realized how much more the boat weighs than a jeep. I was lucky I controlled the stop but with the jeep being so light weight and short wheel base...not a good experience. I was within the limits of the hitch but way outside the limits of the jeep and way outside of my intelligence.
