TJ Storage without removing the back seat

I have been searching the interwebs for a while and coming up somewhat short on storage solutions for a TJ that keeps the rear seat. I want cost-effective solutions that maximize's the space. The under seat options look effective but are more than I want to spend. Even found an on the wheel well solution that looks interesting but not so sure it is large enough.

Looking for creative solutions, or feedback on storage you have used but didn't work or even better works great.

The Tuffy steel enclosure works for my JK 2-dr while retaining the back seat. Tuffy markets a larger steel enclosure but the rear seat gets the boot. The smaller Tuffy enclosure secures enough gear for my purposes: laptop, camera, man purse etc. Easily installed or removed and secure enough to prevent an easy grab theft of jeep goodies. Some jeepers have made a similar DIY version but Tuffy and Bestop might offer one for the TJ.

The TJ Tuffy security unit is not a good option IMHO because the directions make no sense and the rear seat has to come out. I have two master's degrees and couldn't figure out how to install it. I definitely do not recommend the TJ Tuffy trunk.

Quite frankly, without removing the backseat, there's just not a lot good interior storage options. Tuffy does make storage for under the rear seat, but not sure it's worth the coin, nor elevating the backseat if you do indeed plan to carry passengers.

For wheeling I would look into a high mount hitch tray, or the rack that mounts over the spare tire.
