I’m not sure. I would put more faith in new latches or new rubber portions for the latches in my case.
At a guess, I suspect they would server two purposes. 1) Prevent metal to metal impact when you close the hood. 2) Provide upward pressure to help reduce hood flutter/vibration.
Never heard of such a thing and least in the JK world.: our hoods don’t latch that way to need bumpstops like that.
I spent some time on the Mopar parts site, and it looks like the factory simply stopped installing these at some point. I forget the year. It could be because the rubber "hood isolators" on the hood latches are adequate.
