I noticed these little square bumpers are not present on the underside of my hood(not my Jeep in the picture) , I’ve heard these can help/solve hood flutter? What’s the story on these rubber bumpers?

I noticed these little square bumpers are not present on the underside of my hood(not my Jeep in the picture) , I’ve heard these can help/solve hood flutter? What’s the story on these rubber bumpers?
At a guess, I suspect they would server two purposes. 1) Prevent metal to metal impact when you close the hood. 2) Provide upward pressure to help reduce hood flutter/vibration.
I spent some time on the Mopar parts site, and it looks like the factory simply stopped installing these at some point. I forget the year. It could be because the rubber "hood isolators" on the hood latches are adequate.
